Distance Learning, as an e-Learning, it is a system of education and training in which self-instructional learning materials offer students the opportunity to study in their own way, in their own time, and places of their own choosing. So it is very usefully for the countries with economical problems, as Albania, especially when it can combined with the new Bologna Idea for 3 + 2 years. As a final conclusion, we can say that distance learning could be successfully combined with 3 + 2 Higher Education giving place to a fruitful flexible-learning environment, in full agreement with the larger UNESCO programme for teaching with no boundaries, which eases objective and subjective obstacles to knowledge on life.
