Response to the Challenges of Technological Change on a Safeguards Equipment Support Organization:Design of a Performance-Based Training Program

In this paper we examine the challenges facing theInternational Atomic Energy Agency's (IAEA)maintenance and technical support infrastructure as aresult of rapid technological change. The IAEA hasbeen striving to accommodate a progression tonewer, digital, computer-based technologies. Therate of change of new technologies has beenaccelerated by the IAEA's efforts to strengthensafeguards with the use of unattended and remotemonitoring technologies. The strengthenedsafeguards system that relies on these newertechnologies requires new knowledge, skills andabilities on the part of the inspectors, engineers,technicians, and other technical support personnel.The U.S. Support Program to IAEA Safeguards isassisting the Agency in responding to thesechallenges by developing a long-range trainingprogram for the technicians assigned to theDepartment of Safeguards Section for EquipmentInstallation and Maintenance (TIM).
