Health and safety (H&S) legislation governing the safety and security of the GB mainline railway is derived from both UK and European Union (EU) sources. Traditionally safety and security have been treated, at least partially, as separate disciplines, with their own regulations, standards and guidance. A number of issues have been identified that make incorporation of security into safety arguments into a common risk management framework problematic. A number of options for further work have been identified.
