'Theoretical and practical issues in incident response operations'

摘要

Urban congestion in an adverse phenomenon occurring in all metropolitan areas worldwide and almost 50 percent of urban congestion is attributed traffic incidents. A number of Incident Management Systems operate worldwide, aiming to reduce incident duration and consequences. This paper is presenting the state of the art and the state of practice for incident response, highlights problems and deficiencies and provides an inventory of models and technologies that can be used for improving incident management operations.
