This paper describes the cost and schedule trade-offs which were implicit in the decisions to perform major reconstruction of three different transit systems: the Frankford E1 in Philadelphia, which is being done under service; the reconstruction of the north main line of the Regional Rail Division in Philadelphia, done in two consecutive summer shutdowns; and the rehabilitation of the Lake Street/South Main Line of the Chicage Transit Authority, for which operations were totally suspended. The costs of inefficiencies and lost time associated with work under service are compared with the overtime and shift costs of the acceleration necessary to limit extended shutdown periods and the costs of providing alternative transportation.
