The author presents an analysis of the capacity demand andavailability projections of worldwide transoceanic and terrestrialfiber-optic systems. The excess capacity can be used to support a newtactical architectural concept developed here. The fiber-optic andsatellite dual-service provisions at major military gateways where thereare fiber cable facilities available would allow off-loading MILSATCOMtraffic in crisis situations. The released satellite capacity can thenbe used to support mobile forces and other tactical units anywherewithin the satellite coverage. Complementary and competitive aspects ofsatellite versus transoceanic fiber cable systems are also addressed
