The author presents an analysis of the capacity demand and availability projections of worldwide transoceanic and terrestrial fiber-optic systems. The excess capacity can be used to support a new tactical architectural concept developed here. The fiber-optic and satellite dual-service provisions at major military gateways where there are fiber cable facilities available would allow off-loading MILSATCOM traffic in crisis situations. The released satellite capacity can then be used to support mobile forces and other tactical units anywhere within the satellite coverage. Complementary and competitive aspects of satellite versus transoceanic fiber cable systems are also addressed.
