In this paper, author shows 5 important points on mariner's behavior on ship handling. They are strongly related to the safe ship handling and information support system for the mariners. 1. The necessary mariner's functions for achieving safe ship handling are defined. 2. The mariner's characteristics on achievement of necessary functions are clarified quantitatively. 3. The necessary condition for safe navigation including importance of BTM is clarified 4. The difficulty of navigation condition to maintain safe navigation is estimated quantitatively. 5. The causes on occurrence of human error are pointed out based on the mariner's workload. Author propose the universal concepts on human function in huge modern system and the necessary discussion on the relation between human error and the task condition through above mentioned issues.
