Noise control design for major refining and petrochemical plant projects has been examinedfrom both the plant owners and engineering contractor’s perspectives. The importance ofidentifying and addressing noise control design issues as early as possible in the project schedulehas been highlighted. This ensures that the required noise abatement can be incorporated in to theoverall design with minimum impact on project cost and schedule. The front-end loading ofproject noise control design can only be achieved with effective plant noise modeling. Thisfacilitates the quantification and analysis of the noise control design options early in a projectschedule.Successful project noise control requires clear unambiguous noise limits, which are consistentwith the project type and contract arrangements. This can only be achieved if the noise controlissues are identified and resolved early in the project schedule. An effective noise control designstrategy must provide a structure for the efficient execution and management for noise control onthese major engineering projects from the detailed design phase of the project throughcommissioning and startup.
