At the Breaking Point: The Ever-increasing Risk Associated With Runway Incursions in the Rapidly Expanding Global Aviation Environment

The seven project areas and the safety enhancements they contain have been derived by painstaking review of relevant accident and incident data, by development of appropriate accident sequences and problem statements, and finally by developing prioritized interventions that seek to "break the chain" of accident events. The data reveal that the runway incursion risk can only be adequately addressed through a broad systems approach focused on pilots, air traffic controllers and vehicle operators in the airport movement area. As we reach the capacity of our airports and as operations become increasingly complex, we can be assured that the solutions to reducing risk will not be simple or quick to fix. The combination of new technologies, standard operating procedures, training and situational awareness tools will need to be used in concert to effectively lower the risk of runway incursions.
