EUROCONTROL is determined to contribute more than ever to the further improvement of ATM safety in Europe. This is the key challenge of today (Slide 42): increased capacity cannot be provided if it is not clearly demonstrated that safety will be at least maintained. Air traffic controllers in particular would not accept it: at the end of the day, they are the ones who provide the required capacity. This paper concentrated on the various activities undertaken by EUROCONTROL in the safety management area. We think a lot has been done already to improve safety awareness and to give ANS providers the means to manage the safety aspects of their business in a proactive way. Nevertheless, a lot of work is still required: the current safety levels are not known well enough, and this will improve only through a better knowledge and exchange of safety data to which all actors should contribute. A no-blame culture here is a primary requirement. A global aviation system approach needs also to be maintained, which is addressed through our frequent contacts with other parts of aviation industry. We are confident that the European ATM community will face the challenge, preserving, therefore, "One Safe Sky for Europe."
