An MPO Perspective on Improving Public Policy

MPOs are at the nexus of many public policy directives concerning transportationrnimprovements. State, federal and local levels of government have diverse needs and resourcesrnthat relate to the function of an MPO to produce a long range transportation plan and a shorterrnrange Transportation Improvement Program.rnThis paper discusses major funding constraints affecting MPOs in their role as regional forumsrnfor producing transportation plans. It briefly describes recent methods used to better engage andrninform all parties of both the technical issues and the policy discussion related to alternativernregional development scenarios.
