摘要

Based on the theory of structure entropy, this paper analyses the flow characteristics of information in the emergent organizational structure, and establishes the structure entropy model that can optimize and quantitatively evaluate organizational structure. According to the model, the unitary structure and the matrix structure are explicit calculated. Then, the paper discusses the advantages and disadvantages of these two organizational structures in the use of emergency management with the results of calculation. At last, the paper puts forward some proposals for the use of organizational structure in the emergency management.
