With the rapid development of UAV technology, remote measurement and control technology is vital to UAV, especially to the civil field. This paper builds an onboard embedded computing platform, establishes a measurement and control link based on mobile communication networks, puts forward an UAV position compensation method based on network time delay prediction, and finally realizes the remote measurement and control of the UAV. Firstly, the UAV system is designed based on mobile communication networks after extensive tests and statistic analysis on 3G network delay. Then, time delay prediction is made on 3G datalink by utilizing a neural network, and the result is introduced into to position compensation of the UAV. Lastly, a software and hardware platform for is set up, and flight test is carried out. Experiments show that 3G network is of stable telecontrol and telemetering ability, and it can be used as datalink of UAV. Moreover, it also shows that neural network algorithm can provide a highly accuracy of online delay prediction and a better position compensation for the UAV system.
