With the popularization of high-definition videos, the resolution of video keeps increasing. Traditional video coding and reconstruction schemes have limited optimization space to improve the coding efficiency of high-definition video. In this paper, a new low bit-rate coding scheme is proposed. At the encoder side, the video sequences are down-sampled to remarkably reduce the bit-rate of the encoded video stream. Meanwhile, at the decoding side, an improved super-resolution reconstruction algorithm is applied to the decoded data to reconstruct high-definition video. Owe to usage of the super-resolution reconstruction algorithm, the quality of the reconstructed video is guaranteed. The experimental results of BD-PSNR show that the proposed scheme in this paper is better than HEVC under the low bit rate.
