PURPOSE: A device for encoding and decoding ultra-high definition video based on image partition and a control method thereof are provided to overcome the picture quality difference between partition images. CONSTITUTION: An image partitioning device(210) partitions the first video image into a plurality of second video images. The second video images have lower resolution than the first video image. A target bit rate calculator calculates a target bit rate corresponding to a plurality of second video images. Video encoders(220) encode a plurality of second video images based on the calculated target bit rate. A multiplexer(230) multiplexes the streams of the encoded second video images.
