This paper briefly introduces the general technical framework of the SWIMER project-the Sustainable Water Integrated Management of the East Route of South-to-North Water Diversion in China, and focuses on the tasks of database construction and ROW AS model carried out by related organizations of Ministry of Water Resources of China. The East Route project is an important composition part of the general layout of South-to-North Water Diversion Project of China. The East Route's (EA) mission is to draw water from Jiangdu at downstream section of Yangtze River. Under the Sino-Italy cooperation framework in the field of environmental protection, the SWIMER project is under implementation from 2004 to 2006. The core work of SWIMER is to develop a Holistic Analysis Tool (HAT) for the water supply area of the East Route Project by coupling water balance model, socio-economic model, environment impact assessment model and climate change model. The general technical route is: on the basis of data collection, data mining and database establishment, applying the theories of water resources rational allocation, macro-economy and ecology, to develop hydraulic model and water allocation model, integrated with social-economic CGE model and climate change model, thereby eventually to establish the HAT to form a water resources DSS for the water supply area of the East Route Project. The ROWAS model simply but entirely simulates the water processes to carry out water allocation based on detailed and rational rules subject to restrictions of water balance and other conditions, consequently it can provide information about supply-demand balance and water balance. Through iterate application of the ROWAS model, various allocation scenarios of diverted water are provided to the CGE model for optimization. The approach coupling water allocation model and CGE model is innovative and successfully applied in the study.
