Getting Ready for E-Governance

A robust infrastructure comprising computer hardware, electronic communications and software are required to implement E-governance throughout the State. New procedures and well-trained personnel are also required if a system that has been built up over more than a century using rule-books, procedures and people is to be replaced by E-governance. Hardware specifications should be standardised as frequent changes in hardware specifications will lead to waste and premature obsolescence. It would be more economical in the long run to set up development and manufacturing centres for hardware. Software requirements should be carefully analysed, and requirements should be met through indigenous development. Proprietary software will prove to be extremely expensive in the long run. Data storage formats and storage media should also be standardised to facilitate portability of data and retrieval at a future date. Data security has also to be ensured. For Egovernance to become a working reality, systematic training of government servants has to be taken up on a massive scale.
