Process improvement teams (PITs) are an important part of a quality improvement system. This paper provides a case study examining the successful use of PITs in the Offices of Construction of the Iowa DOT. First, the foundations of the quality improvement system are described, including the performance measuring system. Then an account is given of the first efforts to launch PITs. Activity was limited to one or two PITs on a statewide basis. Later, more attempts were made to start process improvement teams in local and regional offices. Although the first attempts yielded limited participation, later attempts resulted in substantially more involvement. An account is given about how the teams were formed, how the teams were lead, how topics were chosen, and what results came out of the improvement efforts. Lessons learned about working with PITs are then recounted.
