How to Measure the Performance of a Safety Management System in the Chemical Process Industry

A methodological suggestion was proposed on how to measure the performance of KGS's safety management system (SMS), which has been implemented in Korean chemical industries over more than 5 years. The measurement system consists of an index that can evaluate the rate of SMS performance. That is, the increment of SMS performance can be calculated with input resources and output of 17 performance indices as a result of safety management activities through a simple breakdown of input costs into several elements over three years. However, rate of performance cannot be obtained and output impacts are summarized qualitatively.
