A three person cadet team conducted a study to develop a project prioritization model for the Kwajalein Department of Public Works (DPW). U.S. Army Kwajalein Atoll (USAKA) is located in Republic of the Marshall Islands and serves as a strategic installation for the Space and Missile Defense Command (SMDC). USAKA's mission is critical and will remain a part of SMDC for years to come. USAKA is facing a tremendous challenge: the airfield is deteriorating; the power generation plant has four turbines down; the water treatment plant is need of repair; the wastewater treatment plant is developing massive challenges; etc. The deteriorated condition of this critical infrastructure threatens the mission of SMDC. Kwajalein's remote location and the corrosive natural environment add to these challenges. Currently, USAKA installation management is under the control SMDC. This is problematic for the DPW when trying to balance projects for the installation and the SMDC mission. Under a more intense resource constrained environment, the ability to objectively select projects that balance the mission and installation requirements is even more demanding. Using the Systems Decision Process as a construct for analyzing and developing the value model, the cadets conducted a problem definition phase to include a literature review, stakeholder analysis, functional requirements analysis and value modeling. Additionally, they traveled to Kwajalein to better understand the challenges faced by the DPW. The model will assist the Kwajalein DPW to objectively prioritize projects that will meet the needs of both the installation and the mission.
