Performance Deviations and the HEP

摘要

In view of the many practical and conceptual problems that researchers and practitioners alike have had in applying the HEP, it is reasonable to consider whether the notion of an HEP is plausible at all. This paper will argue that the answer to that is negative for a number of reasons, and furthermore that alternatives exist that are both simpler to use and more reasonable from the point of view of behavioural science as well as engineering practice.
