Distance learning as a communication strategy for educational environment formation

Distance learning system in the higher education institutions is one of the most important communication platforms these days. Modern level of development of information and communication technologies lays the foundation for a global distance learning system that helps people create an open education environment without borders. The authors of the article suggest a model of a universal system for evaluation of quality of distance learning in the world. The system includes evaluation criteria for goal - setting, content, organizational and technical setup and results. The proposed model was tested from 2008 to 2017 in the Nizhny Novgorod Linguistic university. The proposed model is considered as a strategy for distant formation of competences that is treated as the main result of education. The authors analyze conditions for various stages of key competences formation in advertising and public relations. This helps students create their own educational strategy and plan their professional development.
