A providing method of the generation of dynamic advertisement according to organic learning between multi-users through a strategy simulation game which is the education and providing an economical service and a corporate communications relating service are provided to recognize the flow of business of each government ministry and the structure of objects. A user displays multi-user zone through a service connection(A2) through subscription(A1) and log-in in a prepared multiple usage person region. The user confirms the log out check performance(A4). A system checks if the user is in the specific domain with the entrance(A5). A selection lower-part(A9), and the process of the corresponding domain are the entry area which user hopes performed. The system checks whether user is the host(A10). In case it is determined that it is not host, user is inquired if it is authorized in host(A11).
