The implicit cost is the important aspect of the construction project cost. And to know how to deal with its controlling and the evaluation of the control effect of it is very crucial. Taking into account of the characteristics of many elements , complexity and uncertainty , using the methods of analytic hierarchy process and triangle whiten function to set up a grey comprehensive evaluation model, which makes a quantitative analysis of the control effect of implicit cost.
