There is a market for new nuclear power plants, but it hasrnbecome more demanding and, as a result, the ability to meetrninternational design and licensing requirements is nowrnmandatory. The principal market issues are low constructionrnand operating costs, proven design features, and operationalrnreliability. Potential customers are also keenly aware of thernneed for improved plant safety, with pre-licensing in the countryrnof origin. The best way to serve this selective market is torndevelop standard designs which can meet international designrnrequirements and the stringent licensing regulations in a widernvariety of countries around the world. The System 80+TMrnadvanced light water reactor was developed to meet thesernneeds.rnThe System 80+ advanced plant design meets all current andrnemerging regulations of the United States Nuclear RegulatoryrnCommission (USNRC), including severe accident preventionrnand mitigation, and human factors engineering of all-digitalrncontrol rooms. The USNRC reviewed the System 80+ safetyrnanalysis report and issued its Final Design Approval in Julyrn1994. Design Certification, through USNRC formalrnrulemaking, was recently achieved. System 80+ was alsorndesigned to meet the vast majority of detailed designrnrequirements documented in the Electric Power ResearchrnInstitute (EPRI) advanced Light Water Reactor (ALWR) UtilityrnRequirements Document (URD).rnOver the past three years, ABB-CE has participated in therndevelopment of the European Utility Requirements (EUR).rnThese requirements are similar to, but more general than, those of the EPRI ALWR URD. The System 80+ design meets thernbasic criteria of the EUR and a detailed evaluation ofrnSystem 80+ compliance with the EUR will be documented asrnpart of Volume 3. Also, the System 80+ design was reviewedrnby the Nuclear Installations Inspectorate against the regulationsrnof the United Kingdom, and it was determined that the designrnwas licensable there, even though safety analysis methods andrncriteria in the United Kingdom are different. The marginrnincluded in the System 80+ design is the main reason thatrninternational standards can be met without significant designrnchanges.rnWith the ability to meet a wide range of design and licensingrnrequirements for future advanced plants, the System 80+ designrnis well positioned for the international market. It is one of thernpremier designs that is available today for deployment in therntwenty-first century.
