MEETING INTERNATIONAL REQUIREMENTS WITH THE SYSTEM 80+? STANDARD PLANT DESIGN

There is a market for new nuclear power plants, but it has become more demanding and, as a result, the ability to meet international design and licensing requirements is now mandatory. The principal market issues are low construction and operating costs, proven design features, and operational reliability. Potential customers are also keenly aware of the need for improved plant safety, with pre-licensing in the country of origin. The best way to serve this selective market is to develop standard designs which can meet international design requirements and the stringent licensing regulations in a wide variety of countries around the world. The System 80+TM advanced light water reactor was developed to meet these needs. The System 80+ advanced plant design meets all current and emerging regulations of the United States Nuclear Regulatory Commission (USNRC), including severe accident prevention and mitigation, and human factors engineering of all-digital control rooms. The USNRC reviewed the System 80+ safety analysis report and issued its Final Design Approval in July 1994. Design Certification, through USNRC formal rulemaking, was recently achieved. System 80+ was also designed to meet the vast majority of detailed design requirements documented in the Electric Power Research Institute (EPRI) advanced Light Water Reactor (ALWR) Utility Requirements Document (URD). Over the past three years, ABB-CE has participated in the development of the European Utility Requirements (EUR). These requirements are similar to, but more general than, those of the EPRI ALWR URD. The System 80+ design meets the basic criteria of the EUR and a detailed evaluation of System 80+ compliance with the EUR will be documented as part of Volume 3. Also, the System 80+ design was reviewed by the Nuclear Installations Inspectorate against the regulations of the United Kingdom, and it was determined that the design was licensable there, even though safety analysis methods and criteria in the United Kingdom are different. The margin included in the System 80+ design is the main reason that international standards can be met without significant design changes. With the ability to meet a wide range of design and licensing requirements for future advanced plants, the System 80+ design is well positioned for the international market. It is one of the premier designs that is available today for deployment in the twenty-first century.
