Electronic payment for using road infrastructure is an area gaining on importance in thernrealm of ITS. During preparation of such an electronic fee collection system, the level ofrnenforcement needed must be determined. This is not a trivial task, because it is affectedrnby many technical and economical factors. At the same time, it cannot be expected thatrnall decision makers are deeply involved in this field and are able to make an optimalrndecision. In order to decrease the possibility to manipulate this decision process byrnlobbyists, a decision support system is needed.rnIn this paper, a Fuzzy Expert System for determining the Optimal Level of Enforcement –rnFESOLE is described. It bridges a missing part in the research concerning ITS. In thisrnpaper, we focus mainly on the major technical features of this model. A fuzzy expertrnsystem is used to approach this problem. It can extract and exploit knowledge of humanrnexperts. Often vague expressions of the users are converted into a computer model, whichrnis at the same time very robust. Suitability of this methodology for given task is alsorndemonstrated in this paper.
