A system and method for direct and continuous conversion of gaseous carbon dioxide and carbon monoxide into solid particles are disclosed. The system is a catalytic plasma converter comprising a plasma generator packed with multiple catalyst layers. The plasma generator includes a discharge cell, high voltage electrodes, dielectric, inlet and outlet ports of the feed gas and a ground electrode. The plasma converter produces multiple active zones for converting CO2 and CO into solid particles. When powering the discharge cell, non-thermal plasma fills the entire volume of the discharge cell covering the surfaces and bulks of the catalyst layers. The catalyst employed in this process is porous and semi-conductive material loaded with alkaline earth metal. The plasma activates the feed gas and the catalyst layers. The treatment method is based on passing the CO2 or CO-containing feed gas through the activated catalyst to convert gaseous CO2 and CO into solid particles such as carbonate. The removal % of carbon dioxide and/or carbon monoxide by the plasma catalytic converter increased with the input power, size of the catalyst layer and the residence time of the feed gas within the discharge cell. In addition, the converter can be employed to convert mixtures of CO2 and CO, typically found within the flue gas. Finally, two arrangements of the discharge cells for the treatment of flue gases containing high concentrations and flow rates of CO2 and CO.
