To provide a heating device that can extend its life by preventing wear of a film that has an elastic layer containing heat-conductive filler, an image forming apparatus, and an endless film.SOLUTION: A heating device 130 heats an image on a recording material P, and the heating device has: a film 25 that has a resin base layer 251 and an elastic layer 252 provided around the base layer 251; a heating body 20 that heats the film 25; and regulation members 40 that are provided adjacent to the ends of the film 25 in a width direction orthogonal to a circumferential direction, the regulation members 40 each having a regulation surface 40a that, when the film 25 moves in the width direction, receives an end face in the width direction of the film 25 to regulate the movement in the width direction of the film 25. The elastic layer 252 contains heat-conductive filler. The base layer 251 has a projection 25b that projects in the width direction beyond the elastic layer 252. The projection 25b is in contact with the regulation surface 40a to regulate the movement in the width direction of the film 25.SELECTED DRAWING: Figure 5
