An aspect of the invention concerns a hydroelectric facility (100) for generating electrical energy from the flow of water circulating in a water network (10), comprising: - at least one cross-flow pico-turbine (150) mounted on a shaft (155) extending perpendicular to a direction of the water flow, the pico-turbine comprising a substantially annular blade (151) installed in the water flow in order to generate a mechanical energy of rotation, - at least one generating unit (120), installed outside of the water flow and coupled to the shaft (155) of the pico-turbine in order to transform the mechanical energy of rotation into electrical energy, - at least one measurement and control unit (160), installed outside of the water flow, connected to the generating unit (120), controlling the distribution of the collected electrical energy as well as the rotation of the pico-turbine (150) depending on the characteristics of the water flow. Another aspect of the invention relates to a water network (10) comprising a plurality of pipes (13) and a hydroelectric facility (100).
