To provide a control device for a man power driving vehicle which can contribute to comfortable running of a man power driving vehicle, and to provide a driving system for a man power driving vehicle.SOLUTION: A control device for a man power driving vehicle includes a control unit which controls a motor for assisting propulsion of a man power driving vehicle. The control unit controls a motor in a first assist mode when an inclined state of the man power driving vehicle is turned into a first inclined state and controls the motor in a second assist mode different from the first assist mode when predetermined conditions are satisfied after the inclined state is turned into a second inclined state.SELECTED DRAWING: Figure 5
