Disclosed in the present application are a power headroom report (PHR) reporting method and device and a terminal. The method comprises: when a first condition is met, triggering a PHR, the first condition comprising any one of the following conditions: 1, the path loss of at least one service cell of any MAC entity meets a second condition, and the service cell is in an activate state; 2, a first PHR period timer expires; 3, a cell group recovers; 4, a special cell (SpCell) is activated, and the special cell comprises a primary cell (PCell) or primary secondary cell (PSCell); 5, a second PHR period timer expires; 6, a serving cell switches from a dormant BWP to a non-dormant BWP, and a PHR prohibit timer expires; and 7, the PHR prohibit timer expires, and a first parameter is a first value.
