Disclosed are a target tracking-based fire monitoring device and fire monitoring method for monitoring fire while tracking targets such as humans and heating elements. A target tracking-based fire monitoring apparatus according to an embodiment of the present invention includes: a monitoring unit for recognizing a target corresponding to a fire risk factor, and collecting location information of the target; and a moving unit for tracking the target by moving the monitoring unit according to the movement of the target. The monitoring unit grasps the situation of the target based on the behavior of the target and information obtained by multiple sensors based on the information learned in advance and predicts the possibility of a fire.
