Provided are a route arbitration device, an automated driving control device, and an automated driving and route arbitration system which enable a plurality of vehicles existing nearby to avoid overlapping of traveling routes and to perform smooth traveling operations macroscopically with priority among the vehicles taken into account. A route arbitration device (1) receives target traveling routes from respective vehicles, determines a priority traveling region which is a region where a highest-priority vehicle can travel on the target traveling route of the highest-priority vehicle when mutual overlapping of the target traveling routes is determined to occur, transmits the priority traveling region to the highest-priority vehicle, determines an avoidance traveling region which is a region where a low-priority vehicle can travel while avoiding the priority traveling region, and transmits the avoidance traveling region to the low-priority vehicle.
