To provide a member registration device capable of correlating unique information of an on-vehicle device with user information and easily registering.SOLUTION: A member registration device 30 comprises: a first acquisition unit 311; a second acquisition unit 312; and a registration unit 313. The first acquisition unit 311 acquires first information including at least one of information of a user bearing a fee according to service, information regarding a vehicle number of the vehicle, and unique information of the user's ETC card from an information terminal 20, and correlates the acquired information with each other. The second acquisition unit acquires at least one of second information regarding the vehicle number of a vehicle passing through a prescribed position and the unique information of the ETC card inserted into an on-vehicle device mounted on the vehicle, and the unique information of the on-vehicle device, and then correlates the acquired information with each other. The registration unit correlates, when the first information acquired by the first acquisition unit coincides with the second information acquired by the second acquisition unit, the user information associated with the first information with the unique information of the on-vehicle device associated with the second information to register it into the member database.SELECTED DRAWING: Figure 1
