The present invention redirects user traffic based on a specific rule or condition in advance through a traffic offloading technique in the environment of a next-generation mobile communication system to prevent overload of a base station or Evolved Packet Core (EPC) on the network. It relates to an efficient traffic control method and apparatus capable of maximizing resource utilization efficiency by optimizing overload control so as to improve quality of service (QoS) by ensuring service continuity and improving system performance.
