PURPOSE: A method and apparatus for controlling a reverse TPR(Traffic to Pilot power Rate) of a mobile communication system are provided to effectively control a data transmission rate when a TPR value used for each service is different or when data of each service that arrives at a mobile terminal is randomly generated. CONSTITUTION: A mobile terminal transmits packet data through an R-PDCH(Reverse Packet Data Channel) to a base station(210). The mobile terminal stores a service type of the transmitted packet data(220). The mobile terminal receives reverse data transmission rate control information, namely, TPRCB, from the base station(230). The mobile terminal selects a TPR table according to the service type of the stored packet data(240) and determines a TPR value for the mobile terminal itself according to the received TPRCB(250). The mobile terminal selects a TPR table according to a service type of a packet to be transmitted next(260) and then determines a data transmission rate and a TPR according to the received TPRCB which has been determined according to a type of the packet service to be transmitted next within the determined maximum allowed TPR value(270).
