A method to control the traffic of a base station in a mobile communication system includes: a step in which a policy charging and rule function (PCRF) of a mobile communication core network collects a traffic quantity by base station; a step in which a traffic detection function (TDF) of the mobile communication core network collects a data quantity by service; a step in which a RAN congestion awareness function (RCAF) of the mobile communication core network receives the traffic quantity from the PCRF; a step in which the RCAF receives the data quantity by service from the TDF; a step in which the RCAF or an analyzing device analyzes a data quantity by base station with the data quantity by service and the traffic quantity and then delivers a policy for data use by service to the TDF; and a step in which the TDF controls traffic by base station based on the policy.
