PROBLEM TO BE SOLVED: To provide a technique capable of detecting a difference between a plurality of images faster.;SOLUTION: For a first image and a second image in which almost the same spatial area is taken, and an area in which a difference occurs is not clear, an image difference detection device detects a difference between first and second encoded data obtained by encoding the first image and the second image on the basis of an index value in a first encoded block and an index value in a second encoded block, for each of the first encoded block in the first encoded data, and the second encoded block corresponding to the first encoded block in the second encoded data, and classifies the first encoded block and the second encoded block into a flat region and a complex region on the basis of coding information obtained at the time of encoding.
