A system that incorporates aspects of the subject disclosure may perform operations including, for example, identifying network communication degradation associated with communications taking place in part over a radio frequency link between a plurality of communication devices, directing one or more communication devices of the plurality of communication devices to send one or more test packets, receiving the one or more test packets, and analyzing the one or more test packets to locate a source of the network communication degradation at one or more layers of a multi-layered communication protocol.
