A method and a device for generating a safe flight course for an unmanned aerial vehicle, a control terminal, and an unmanned aerial vehicle. The method for generating a safe flight course comprises: acquiring a route feature point set and attribute parameter, wherein the route feature point set comprises at least one route planning key point, and the attribute parameter comprises at least the flight height (101); generating a flight route (41) according to the route feature point set, the attribute parameter, and a preset route generation strategy (102); and adjusting the flight route (41) according to an elevation data file to generate a flight course (103). The elevation data is considered in the formulation of the flight route (41) such that flight obstacles can be avoided in the flight control process, and the flight safety of an unmanned aerial vehicle can be improved.
