The present invention provides an online monitoring and equalization circuit and method for the series battery pack capacity in charged and discharged states. The circuit comprises: a storage battery pack, a strobe switch array, a power dissipation loop, a polarity matching switch array, an isolated DC/DC converter, a bipolar differential voltage measurement circuit, a microcontroller unit, a charge and discharge current detection loop, and a switch circuit unit. According to the present invention, series batteries of the storage battery pack are individually charged and discharged by controlling the strobe switch array, the voltage of the series batteries is measured in real time, the discharge current and the discharge power thereof are calculated to achieve the online detection of the storage battery pack capacity, and bypass bleeding and parallel replenishment can be performed on series batteries having high or low relative charges in charged and discharged states, thereby achieving efficient equalization of the power of the series batteries.
