The graphene and carbon nanotube hybrid foam on which the metal oxide is fixed can be formed through a two-step process. This method includes forming at least one graphene layer and a plurality of carbon nanotubes on the surface of the porous metal substrate by chemical vapor deposition to form a coated porous metal substrate, and graphene and carbon nanotubes on which the metal oxide is fixed. And depositing a plurality of metal oxide nanostructures on the surface of the coated porous metal substrate to form the tube hybrid foam.
