The puller 12 is mounted on a double chain 11, Fig 2, about a sprocket 9 rotated via gears 1, 6, 7, 8, an intermediate shaft 102 operating pusher 23 via cam 19, follower 20 and rod 22 and oscillating lever 29 via eccentric pins 26a, 28a and coupling 27. The hook 45 and ejector 47 are operated against spring bias by stationary cams 35, 35a respectively, Fig 2. The tape is held under tension by deflector 30 and a clamp 31a when the clamping and cutting device severs the tape loop from a tape supply and a second clamp 31b on lever 29 acts to pull the loop tight about guide 25. The guide 25 comprises a mouthpiece which is of smaller cross-section than the nominal cross-section of the fleece whereby the latter is slightly resiliently compressed or the tape loop is pushed thereon. The clamping and cutting device comprises a rotary sleeve 13 carrying jaws 14, 14a rotatable with sleeve 13 and longitudinally movable therein by means of a fixed cam 17 so that the tape can be gripped between a front end of sleeve 13 and one or the other of the jaws in such a manner that, for example, jaw 14 grips the tape for even numbered loops in a sequence and jaw 14a is operative for even numbered loops. The device also includes two alternatingly operating cutters each comprising a cutter blade 34 or 34a on one jaw 14 or 14a and a counter cutter blade on the other jaw, the cutting action being effected by the cam 17.
