PURPOSE:To obtain a high-performance petroleum binder pitch better than the conventional coal tar pitch as a binder for electrodes and carbonaceous materials, treating a mixture of by-product heavy oils formed in steam and catalytic cracking. CONSTITUTION:Heavy oil (A) having a boiling point = substantially 200 deg.C, formed as a by-product in steam-cracking of petroleums to prepare olefins and heavy oil (B) having a boiling point = substantially 200 deg.C, formed as a by-product in catalytic cracking of petroleums to prepare gasoline are mixed at a volume ratio of preferably (A) to (B) of 90:10-30:70. The mixture thus obtained is heat-treated at 380-500 deg.C for 15min-20hr to give a high-performance petroleum binder usable for carbon electrodes for aluminum refining and graphite electrodes for electric furnace steel making.
