PURPOSE:To provide the titled compsn. containing a film-forming org. high-molecular cpd. contg. OH gp. or COOH gp., a Zwitter-ion cpd., a specified surfactant and an aminoplast resin or an epoxy resin. CONSTITUTION:There is provided an aq. compsn. which is capable of forming a highly corrosion-resistant and durable hydrophilic film on a metallic surface and contains (A) a film-forming org. high-molecular cpd. contg. OH gp. or COOH gp., (B) a Zwitter-ion cpd., (C) a surfactant contg. OH gp. or COOH gp. is addition to hydrophilic functional gp., and (D) an aminoplast resin and/or an epoxy resin. An example of (A) component is an ethylene-acrylic copolymer. Examples of (B) component are hydroxyl gp.-contg. aminosulfonic acid cpd. of the formula [wherein R1 is an OH gp.-contg. 1-20C alkyl; R2, R3 are H, an OH gp.-contg. 1-20C alkyl, (substd.) phenyl; A is 1-6C alkylene, (substd.) phenylene].
