The device has a filling electrovalve and a drawing off electrovalve. The device has a regulator and a conditioner whose function is to regulate the temperature of the liquid to a predetermined value. The regulator has a housing containing an air chamber whose pressure varies as a function of the liquid level (N) in the tank. The housing is hydraulically connected to the tank by a flexible pipe. The regulator also has a pressure switch pneumatically connected to the air chamber by a flexible pipe and electrically connected to the drawing off electrovalve to shut it when the level of liquid in the tank reaches a value corresponding to preset position of the housing. The housing is manually displaceable along a guide w.r.t. a vertical scale whose graduations represent the volume of liquid drawn off starting from an origin corresponding to a full tank. The air chamber may be opened to the atmosphere via a third electrovalve connected to the pressure switch to make good the absorption of the air of the chamber by the liquid.
