PURPOSE:To enable regulation of the number of revolutions without the occurrence of hunting of the number of revolutions and an air-fuel ratio, by a method wherein an air-fuel ratio is determined depending upon the number of revolutions calculated by averaging plural data. CONSTITUTION:When, from the detecting result of an operating condition detecting means M2 for the operating condition of an internal combustion engine M1, an engine is decided by an idle state deciding means M5 to be in an idle state, the detecting value of an air-fuel ratio detecting means M3 is fed back to input an instruction to an air-fuel ratio regulating means M4, and an actual air-fuel ratio is controlled to a desired air-fuel ratio, exceeding a theoretical air-fuel ratio by means of a feedback control means M6. In which case, with the aid of an averaging means M7, an average value of data on the number of revolutions of the engine equivalent to data on the given number of revolutions continued with time and detected by the operating state detecting means M2 is determained. Dependingupon the average value, the desired air-fuel ratio is changed by map and calculation by means of a varying means M8.
