PURPOSE:To insert a plurality of coil layers by one process without damages by providing the second pushing part on the first pushing part of the pushing tool, and providing the third pushing part which protects the second layer coil in said second pushing part. CONSTITUTION:The second pushing part 12 is provided on the first pushing part 10 of the pushihg tool 8. Protruded parts 11 which are extended in the radial directions are formed on the second pushing part 12. Coil raising parts 20 are provided at the edges of the protruded parts 11, and U slots 21 which are engaged with blades are formed. The third pushing part 23 having a medium height is provided on the first pushing part 10 between the protruded parts 11 of the pushing part 12. In the case the double layered coils 3 and 4 are inserted, the second layer coil 4 is engaged with a wall surface 24 of said pushing part 23 on the first pushing part 10, the first layer coil 3 is arranged over the protruded part 11 of the pushing part 12, and the coils are inserted into a core slot.
